Blue Envelope Program

The Putnam County Sheriff’s Office is proud to participate in the Blue Envelope Program, a statewide initiative designed to improve communication between law enforcement and drivers with autism or other communication differences during traffic stops.

The program helps create safer, calmer, and more understanding interactions by providing deputies with important information that may assist them in adjusting their approach during an encounter.

WHAT IS THE BLUE ENVELOPE PROGRAM?

The Blue Envelope Program is a free public service initiative administered through the New York State Sheriffs’ Association.

Participants receive a blue envelope to store important vehicle documents and communication information, helping officers quickly recognize that the driver may benefit from additional understanding or accommodations during a traffic stop.

HOW IT WORKS

Drivers keep the blue envelope in an easily accessible location inside their vehicle.

The envelope should contain:

  • Driver’s License
  • Vehicle Registration
  • Insurance Card
  • Emergency Contact Information
  • Optional Communication / Special Needs Information

During a traffic stop, the driver can present the blue envelope to the deputy to help facilitate a calm and effective interaction. Our deputies are trained to recognize the Blue Envelope and respond with understanding, patience, and care.**

WHERE CAN I GET A BLUE ENVELOPE?

Blue envelopes are available for pickup at the:

Carmel, NY 10512

Blue envelopes may also be available through participating autism and special needs advocacy organizations.
