The Putnam County Sheriff’s Office, in coordination with the New York State Police and the Westchester/Putnam Real-Time Crime Center, conducted a three-day targeted enforcement operation aimed at identifying and apprehending individuals involved in auto theft, firearms trafficking, narcotics distribution, and other criminal activity through coordinated traffic enforcement, surveillance, and real-time intelligence sharing.
Members of the Sheriff’s Office Special Investigations Unit (SIU), Conditions Unit, and Patrol Division conducted enforcement operations throughout the county utilizing real-time intelligence, license plate reader (LPR) technology, and coordinated patrol efforts along high-traffic corridors and areas of concern.
As a result of these efforts, the following individuals were arrested:
- Anthony Luca, 47, Patterson, NY – Criminal Possession of a Controlled Substance 7th Degree. He was turned over to Carmel PD on an active Assault warrant.
- Kristen Walsh, 41, Carmel, NY – Criminal Possession of a Controlled Substance 3rd Degree / Criminal Sale of a Controlled Substance 3rd Degree; released following arraignment in Carmel Town Court.
- Rayquan Cumberbatch, 39, Cortlandt, NY – Criminal Possession of a Forged Instrument 2nd Degree (forged NY license plates); released following arraignment in Carmel Town Court.
- Dielston Garcia De Matos Stefanis, 33, West Hartford, CT – Criminal Possession of a Forged Instrument 2nd Degree (forged PA license plates); held for arraignment and later released.
- Jeffrey Gottsfeld, 50, Carmel, NY – Criminal Possession of a Controlled Substance 4th Degree; held for arraignment and later remanded to the county jail.
- Taylor Piguave Poveda, 30, Prospect, CT – Criminal Possession of Stolen Property 5th Degree (stolen NY license plates) and Aggravated Unlicensed Operation 3rd Degree; issued multiple traffic summonses and released with an appearance ticket, scheduled to appear in Southeast Town Court.
- Raymundo Lopez, 40, New York, NY – False Impersonation; issued a traffic summons for open container and released with an appearance ticket returnable to Putnam Valley Town Court.
- Gabriel Young, 36, Yonkers, NY and Fabian Coke, 34, Bronx, NY – Criminal Possession of Counterfeit U.S. Currency (approximately $10,000); remanded to jail following arraignment due to prior felony convictions.
- Francisco Salgado, 55, Dingmans Ferry, PA – Petit Larceny; taken into custody after stealing power tools from a business and fleeing in a vehicle after being confronted by store loss prevention.
