Members of the Putnam County Sheriff’s Office and the Town of Carmel Police Department made several arrests while conducting a joint impaired driving enforcement detail on Saturday, August 9, 2026. Between the hours of 11:30 p.m. and 5:30 a.m., members conducted enforcement operations in the Towns of Carmel and Southeast, resulting in the following arrests:
- Jose Munoz Guevara, 32 – Criminal Contempt in the Second Degree and violation of a valid Order of Protection.
- Anthony Azadian, 61 – Criminal Possession of a Controlled Substance in the Seventh Degree.
- Byron Fajardotapia, 32 – Driving While Intoxicated and Driving While Ability Impaired.
- Amable Hermosa, 43 – Driving While Intoxicated in the First Degree.
- Justin Maldonado Morocho, 18 – Driving While Intoxicated and Driving While Ability Impaired.
- German Lopez, 30 – Driving While Intoxicated and Aggravated Driving While Intoxicated.
In a separate incident on August 9, 2026, deputies responded to La Cantina Loca Restaurant/Bar in the Town of Southeast for a reported large fight involving the alleged assault of an employee. The investigation resulted in the arrest of:
- Erik Felipe Romero, 29, of Carmel, NY – Assault in the Third Degree, Resisting Arrest, and Obstructing Governmental Administration in the Second Degree.
- Elsa Pic Sisimit, 37, of Carmel, NY – Assault in the Third Degree and Obstructing Governmental Administration in the Second Degree.
On August 10, 2026, at approximately 3:40 a.m., the Sheriff’s Office was again dispatched to La Cantina Loca Restaurant/Bar in the Town of Southeast for a reported fight in progress in the parking lot. The investigation resulted in the arrest of:
- Alberto Velasquez Perez, 26, of Brewster, NY – Disorderly Conduct.
- Elebis Bone Rangel, 42, of Danbury, CT – Disorderly Conduct.
- Washington Banchon Alvarado, 23, of Danbury, CT – Disorderly Conduct.
- Jonathan Godoy Morocho, 33, of Nelsonville, NY – Disorderly Conduct.
While at the scene, deputies were alerted that a patron leaving the establishment had backed a motor vehicle into a female pedestrian walking through the parking lot, causing a minor injury. The investigation resulted in the arrest of: - Edwin Perez Ramirez, 32, of Pawling, NY – Driving While Intoxicated, Aggravated Driving
While Intoxicated, and Possession of an Open Container of Alcohol in a Motor Vehicle. All individuals were processed and released or held for arraignment in accordance with New York State law.
