Sheriff Langley Reports Recent Arrests by Members of the Narcotics Enforcement Unit

On January 14, 2019 Investigators from NEU arrested Adam M. Latham, age 35 of Danbury, CT on an outstanding Putnam County Court Bench warrant and Bail Jumping charges.

In July, 2019 Latham failed to appear in Putnam County Court to answer Felony charges of Criminal Possession of a Controlled Substance 3rd degree, Criminal Sale of a Controlled Substance 3rd degree, and Tampering with Physical Evidence, and Misdemeanor charges of Obstructing Governmental Administration 2nd and Resisting Arrest. As a result a bench warrant was issued for his arrest. The charges stemmed from an investigation and arrest by the NEU of Latham’s sales and possession of crack cocaine in the Town of Southeast in February of 2019.

On January 14, 2020 Investigators from the NEU traveled to Danbury Connecticut Superior Court to take Latham into custody after he was being released from the State of Connecticut Department of Corrections on unrelated charges.

In addition to the pending County Court charges Latham was charged with (1) one count of Bail Jumping in the 1st degree. He was arraigned before the Honorable Judge Rooney of the Putnam County Court on the Bench Warrant and was remanded to the Putnam County Correctional Facility in lieu of $100,000 cash / $200,000 bond.

Latham was additionally arraigned by the Honorable Judge Jacobellis of the Town of Carmel Court on the bail jumping charges. Latham was remanded again to the Putnam County Correctional Facility in lieu of $200 cash / $400 Bond.

On January 30, 2020 Latham pled guilty in Putnam County Court, before the Honorable James Rooney to 1 count of Criminal Sale of a Controlled Substance in the 3rd Degree (Class “B” Felony) and one count of Bail Jumping in the 1st Degree (Class “D” Felony). He will be sentenced at a later date.

On January 9, 2020 Members assigned to the Sheriff’s Department Narcotics Enforcement Unit (NEU) while patrolling on Fair St in the Town of Carmel observed a vehicle a commit traffic infraction. A traffic stop was made on Fair St in the area of George Fischer Middle School. A subsequent investigation revealed that the operator of the vehicle, identified as Souvann Deiondre Williams, 26, of Carmel, held a suspended driver’s license in the State of New York. At the time, a NYS DMV records check revealed that Williams was operating a vehicle while his license was suspended and contained 27 separate suspensions, the majority of the suspensions were for failing to answer or failing to pay previously issued summonses. Williams was arrested and charged with Aggravated Unlicensed Operation of a Motor Vehicle in the First Degree, a Class E Felony. He was subsequently released on his own recognizance in accordance with the newly enacted NYS bail reform laws. He is scheduled to appear on a future date in Town of Carmel Justice Court.

On January 8, 2020, members of NEU arrest Dalton McMann, 20, of the Town of Kent for one felony count of a Criminal Sale of a Controlled Substance in the Fifth Degree, One felony count of Criminal Possession of a Controlled Substance in the Fifth Degree and one misdemeanor count of Criminal Possession of a Controlled Substance in the Seventh Degree. In the fall of 2019, a member assigned to the Sheriff’s Department Narcotics Enforcement Unit (NEU) developed information that McMann was selling psilocybin (aka mushrooms) in the county. Pursuant to a subsequent investigation members of the NEU arranged to purchase a quantity of psilocybin from McMann.

When McMann was placed into custody he was found to be in possession of additional quantities of psilocybin. He was arraigned before the Hon. Justice Anthony Mole of the Town of Patterson Justice Court where he was released on his own recognizance in accordance with the newly enacted NYS bail reform laws. He is scheduled to appear on a future date in the Town of Kent Justice Court.

On January 22, 2020 members of the Putnam County correctional facility discovered that a newly committed inmate Tyrone Henly, 45, of Carmel, NY, was found to be in possession of a quantity of alleged Alprazolam. Henly, was charged by members of the Narcotics Enforcement Unit with 1 count of Criminal Possession of a Controlled Substance in the Seventh degree and issued an appearance ticket returnable to the Town of Carmel Court on 02/11/2020.
