Sheriff Brian Hess announces the arrest of Ryan M. Knapp, age 37, of Ossining, NY, following a traffic stop conducted in the Town of Putnam Valley.
On December 27, 2025, at approximately 2:11 p.m., a deputy observed a gray Acura traveling on the Taconic State Parkway in the Town of Putnam Valley with improper license plates affixed to the vehicle. Further investigation determined that the license plates belonged to a white Chevrolet Tahoe.
During the course of the investigation, it was determined that Knapp was in possession of a controlled substance, which was later identified as heroin. Knapp was arrested and the vehicle was towed from the scene.
Knapp was transported to the Putnam County Correctional Facility, where he was processed and charged with Criminal Possession of a Controlled Substance in the Seventh Degree, a Class A misdemeanor; Aggravated Unlicensed Operation of a Motor Vehicle in the Third Degree, a misdemeanor; and various Vehicle and Traffic Law offenses, including an improper license plate violation. Due to New York State bail reform, Knapp was issued an appearance ticket and is scheduled to appear in the Town of Putnam Valley Court on a later date.
